As the 14th Five-Year Plan approaches its end, while the 15th Five-Year Plan is under preparation, China is standing at a critical turning point in its modernization process. With the dual challenges of global industrial chain reconstruction and technological competition, China needs a stronger strategic engine to realize its modernization. The "innovation triangle," composed of scientific and technological innovation, education reform and talent cultivation, is strategically significant in reshaping the development pattern and building Chinese modernization.

In the 15th Five-Year Plan, China needs to prioritize the "new quality productive forces" in a way that aligns with each region's specific conditions, with technological innovation as the guide, and the real economy as the foundation, Chinese President Xi Jinping said at a conference in Shanghai on Wednesday. He stressed that the country needs to improve the national innovation system and aim at the forefront of world science and technology. The government also needs to coordinate the integrated development of education, science and technology to lay a solid foundation for the development of new quality productive forces.

Shanghai, an international metropolis full of vitality and charm, is making every effort to promote the process of Chinese modernization with its excellent strategic vision and solid development. It carefully plans the layout of this "innovation triangle," giving full play to its exemplary and leading role, turning mankind's imagination of the future into reality.

Education: The cradle of future talent

Shanghai's local authority is fully aware that education is a future-oriented undertaking and an important cornerstone for cultivating high-quality talents and promoting social progress. The 14th Five-Year Plan for educational development clearly sets out a series of forward-looking goals and tasks, committed to building a more inclusive, dynamic, open and high-quality education system. The 15th Five-Year Plan will accelerate the digital transformation of the education system, and the national intelligent educational platform has brought together a number of digital courses, covering schools not only in the Yangzi River Delta region but across the country.

In terms of the allocation of educational resources, the Shanghai local authority has responded to demographic changes and the needs of socioeconomic development. It has distributed various types of educational resources at different levels. On the one hand, it continues to increase investment in basic education, optimize the layout of schools, improve the quality and balance of compulsory education, and narrow the differences between urban and rural education to ensure every student can enjoy fair and high-quality educational resources. On the other hand, it vigorously develops vocational education and higher education, promotes the integration of industry and education and school-enterprise cooperation, closely connects with industrial development needs, and cultivates talents that can effectively adapt to the rapidly changing world. With several universities and disciplines having entered the world's top ranks, Shanghai will provide strong intellectual support and talent guarantee for the development of the region and the state.

At the same time, Shanghai's local authority promotes openness and innovation in education. Adhering to the principles of opening to the rest of the world, strengthening educational exchanges and cooperation with other countries, and introducing advanced educational concepts, Shanghai steadily enhances the internationalization level of education. In addition, the city embraces new technologies, explores the innovation and reform of education and teaching models, uses 5G, artificial intelligence, big data and other information technologies to promote education informatization and intelligence, and creates smart classrooms and online education platforms to provide students with a more personalized and diversified learning experience.

Science and technology: The core engine of innovation

With the goal of building an innovation center with global impact, Shanghai has vigorously promoted strengthening the source function of science and technology innovation. For instance, as the core carrier of Shanghai Science and Technology Innovation Center, Zhangjiang Comprehensive National Science Center is constantly improving infrastructure construction, gathering the world's top research forces, carrying out research projects in cutting-edge fields, and as a result has made a series of major breakthroughs in core technology fields such as AI, biomedicine, integrated circuits, etc., providing technical reserves and innovation power for future industrial development and social progress.

Shanghai's local authority is also building a scientific and technological innovation ecosystem to cultivate a fertile ground for innovation and entrepreneurship. By introducing a series of preferential policies, the city has attracted all kinds of innovative and entrepreneurial talents and enterprises, forming a number of innovation and entrepreneurship clusters. These clusters in turn have brought together a great number of start-ups, incubators, accelerators, venture capital institutions, etc., providing entrepreneurs with a full range of services and support, giving birth to many innovative and market-competitive products and services, promoting the rapid development of new economy, new models and new business formats and becoming an important force in Shanghai's scientific and technological innovation.

In accordance with the 14th Five-Year Plan, the Shanghai government at all levels promotes the deep integration of scientific and technological achievements with industries, accelerates the industrialization of these achievements, and makes them better serve socioeconomic development and improve people's livelihood. In the latest Five-Year Plan, different from the traditional technology introduction, the city will emphasize the original innovation entitled "from 0 to 1," the synergy effect of the national laboratory system and the innovation consortium of leading enterprises and will be building a "deep water" combat capability in the field of basic research.

Talent cultivation: a highland gathering of global talents

Shanghai is vigorously attracting overseas high-level talents and outstanding domestic talents. Through talent introduction programs such as "Pujiang Plan" and "Oriental Scholars Plan," the Shanghai municipal government has attracted many talents who have studied and worked abroad to return to Shanghai, injecting new vitality into the city's innovation and economic development. In addition, various departments in Shanghai have optimized the environment for talent development, improved the talent service guarantee system, such as housing, medical care, children's education, etc., so that talents can work and live comfortably and concentrate on research and innovation.

As China's innovation center, Shanghai plays a leading role in Chinese modernization. Through its own pioneering and innovative development, Shanghai has formed a number of models that can be replicated, which is reflected in two concepts: strategic agility and strategic determination. Strategic agility requires quick adapting and catching up in a challenging environment at a time of continuous change and building a good current ecosystem. In contrast, strategic determination requires adhering to long-termism, maintaining the resilience and hard work of scientific and technological innovation, as well as looking to the future. In fact, the combination of the two can not only overcome the modernization challenges faced by developing countries, including China, but also create a new development paradigm for these countries in the digital era. As the new Five-Year Plan unfolds, China is reshaping its development mechanisms, fueling national rejuvenation while offering new approaches for global progress.
